Facility Details — Interior Health:
Interior Health (IH) was established as one of five geographically-based health authorities in 2001 by the Government of British Columbia. It is responsible for ensuring publicly funded health services are provided to the people of the Southern Interior.
Interior Health provides a wide range of integrated health-care programs and services through hospitals, community health centres, residential assisted living facilities, mental health housing, primary health clinics, homes, schools, and other community settings.
Practice Details:

Interior Health is seeking a Chief Medical Health Officer (CMHO) to join an amazing team. Located in Kelowna, British Columbia this position fulfills the role of Chief of Medical and Population Health services for the Southern Interior Health Region of BC.

Reporting to the President and CEO, and jointly accountable to the Provincial Medical Health Officer, the CMHO is responsible for leading public health, health promotion and prevention and health protection in addition to overseeing the work of Interior Health’s Medical Health Officers. The CMHO holds overall accountability for compliance with a variety of Public Health Acts and Regulations, including those addressed by the Medical Health Officers and those under the leadership of the Senior Executive Team.

TYPICAL DUTIES AND RESPONSIBILITIES:

• Performs the duties of a Medical Health Officer (MHO), as defined in provincial legislation, including on-call, in alignment with the IHI triple aim philosophy.

• Assesses the health needs, concerns, capacities, and potential/existing health issues of specific populations within Interior Health.

• Works with municipalities and regional health districts to support the development of healthy communities and healthy-built environments.

• Directs the work of the Medical Health Officers employed by Interior Health.

• Acts as a public health and preventive medicine consultant to the Senior Executive Team, the Health Authority Medical Advisory Committee, physicians, staff, and community organizations or groups.

• Reports annually, as the Chief Medical Health Officer, on the health of the population and the extent to which population health targets established by the government and Interior Health have been achieved.

• Monitors organizational and portfolio performance against operating targets and key performance indicators. Ensures programs and services are designed, integrated, operated, measured, and reported on in terms of efficiency, effectiveness, and attainment of established goals and objectives.

• Establishes and oversees annual operating plans and related budgets for Medical and Population Health, developing an appropriate organizational structure and allocating the financial, technological, physical, and human resources required to achieve current and long- range strategies and meet operating objectives within the organization’s fiscal framework.

• Provides leadership to all staff within Medical and Population Health through coaching, guiding, modelling key behaviours, and encouraging dialogue to create a respectful and motivating environment that encourages achievement of maximum potential, personal goals, and performance targets.

• Provides Chief Medical Health Officer representation in developing and maintaining collaborative working relationships with internal and external stakeholders to address issues, share information, and promote partnerships. Collaborates and participates with the Ministry of Health, other BC Health Authorities, and provincial and national organizations on industry initiatives.

• Keeps abreast of current management and professional practices, issues, and trends affecting health service delivery at the provincial and organizational levels.

• Provides leadership for other services, programs, or projects as assigned by the President and CEO.

Education, Training, and Experience

• A medical degree with full licensure (or proven eligibility for same) in the Province of British Columbia.

• Fellowship in Public Health and Preventive Medicine from the Royal College of Physicians and Surgeons of Canada.

• Leadership training appropriate to the role.

• Fifteen or more years of Public Health experience in progressively senior leadership roles in an integrated health system environment.

Skills and Abilities

• Comprehensive knowledge of current BC healthcare policies, funding practices, and relevant Federal and Provincial Health Statutes.

• Comprehensive knowledge of current healthcare issues, trends, and government directives.

• Demonstrated knowledge of budget preparation and management of financial resources involving short-, immediate-, and long-term plans.

• Demonstrated leadership and interpersonal skills.

• Ability to unify, energize, and motivate people.

• Ability to promote and facilitate change.

• Ability to influence others at all levels of the organization and well as external stakeholders.

• Demonstrated ability and willingness to assume responsibility and accountability in a leadership role.

• Ability to communicate effectively orally and in writing, including the ability to make effective presentations to groups.

• Ability to function effectively in a highly dynamic environment.

• Physical ability to perform the duties of the position.

Qualifications:
    • Doctorate in Medicine
    • College of Physicians and Surgeons of British Columbia: Full or Provisional Licensure
